2005 CALL FOR NOMINATIONS
Global Fund to Fight AIDS, Tuberculosis and Malaria (The Fund)
This is to inform you of current non-governmental organizations (NGO) positions available on the Board of Directors of the Global Fund to Fight AIDS, Tuberculosis and Malaria (The Fund).
This year, the NGO delegations decided that Alternates should be selected to serve 1 year as an Alternate followed by 1 year as a Board member. It means that we would only select Alternates with the expectation that they progress to the Board member position in the 2nd year of their 2-year mandate.
The Communities and Developing Country NGO delegations agreed to adopt a new process starting with the "2005 Call for Nominations". However, the Developed Country NGO Delegation, now scheduled to select a Board member, will adopt the new process from 2006 when the position of Alternate becomes vacant.
WE ARE NOW SOLICITING NOMINATIONS FOR THE VACANT POSITIONS:

- Alternate 2005/2006 (one year as Alternate and one year as Board member)
Developing Country NGO:
-Alternate 2005/2006 (one year as Alternate and one year as Board member)
Developed Country NGO:
-Board Member 2005/2006 (two years)

Nominated individuals need to prepare and submit a four page application and attach letters of reference. The selection criteria and application process are explained in detail in the Terms of Reference, Section (F) Application Process. The 2005 Call for Nominations is also available at www.icaso.org
Terms of Reference (ToR):
The role of a Board member is that of a volunteer - there is no payment for participating. Travel and per diem costs are covered by the Fund organization. Previous NGO Board members have found that the position can demand up to 25% of their working time. The Board meets three times a year. It is expected that you will attend the Board meetings scheduled in 2005 on April 21-22 in Geneva, September 28-30 in Geneva and December 12-16 in Marrakesh.
Set policies and strategies for the Fund, in line with the agreed Purpose, Principles and Scope.
Set operational guidelines, work plans and budgets for the Secretariat and Technical Policy and Programme Support.
Make funding decisions.
Set criteria for membership of, and appoint, Technical Review Panel and Technical Policy and Programme Support Group(s).
Establish a framework for monitoring and periodic independent evaluation of performance and financial accountability of activities supported by the Fund.
Represent the views of the various constituencies.
Represent the NGO community in relation to the Global Fund.
Coordinate with outside agencies.
Advocate for the Fund, and mobilize resources.
Select and appoint a Chairperson and a Deputy Chairperson for the Board.
Participate on committees and working groups of the Board.
Participate fully in all meetings of the Board (study all relevant documents in order to provide input in the decision-making process);
Participate in teleconferences and other virtual means of communications among Board members, the NGO community, networks and with the other NGO Board members;
Advocate for the participation of community representatives in the design, implementation and evaluation of all policies and programmes at all levels of the Fund;
Provide input into equitable and appropriate allocation of resources;
Maintain a focus on issues of importance to the community and NGO movements (eg. Document highlighting NGO input to the Fund);
Seek input from the community on key issues related to relevant documents;
Consult with and report to the broader community of NGOs and CBOs and people and communities living with or affected by HIV/AIDS, malaria and tuberculosis before and after Board meetings;
Appoint NGO delegation advisors.
Based on the Board functions, including representing the various constituencies (developed and developing country contexts, and from people living with a disease), the selection of the Board members and Alternates should take the following criteria into consideration:
Possesses an understanding of the scope of work of the Global Fund and opportunities it presents;
Ability to strengthen the Boards understanding of NGO and PWA issues in Developing Countries;
Experience and ability to assume responsibility to carry out the tasks as described in the role of the Board;
Represent issues related to NGO involvement in HIV/AIDS, TB and Malaria;
Represent issues related to consumers people infected and affected by the 3 diseases and those populations vulnerable to the 3 diseases;
Minimum 3 years experience in front-line NGO work in 1 or more of the 3 disease areas;
Ability and capacity to communicate and network effectively and broadly (must have functioning communications linkages such as telephone, fax, computer and email);
Ability to represent and promote the Fund publicly, as a Board member representing the NGO community;
Ability to act within a team setting;
Be gender sensitive;
Possess diplomatic and strategic political skills (working within a 22 member Board), including capacity to think and work strategically;
Ability to work in written and spoken English (additional languages are greatly desired)*;
Linkage to an organization that can facilitate communication and liaison and provide consultation and support;
Assurance from employer regarding availability of up to 25% of working time for Global Fund related duties, if employed.
* Documentation is generally provided in English (large volume), and group discussions will be in English.
The length of terms for the newly selected NGO Board Members and Alternates will be as follows:
Developed Country NGO Board Member: 2 years
Developing Country NGO Alternate: 2 years (one year as Alternate and one year
as Board member)
NGO Representative of the Communities
of People Living with the Diseases Alternate: 2 years (one year as Alternate and one
year as Board member)
An NGO Board Member will cease to be a Member if:
He/she resigns
He/she no longer has an employer who is supportive of the time commitment required or he/she no longer has links to the organizations that secured his/her nomination and/or selection to the Board;
He/she is unable to perform the agreed upon tasks;
He/she is unable to work with the other NGO Board Members as part of a team; and,
If a conflict of interest is declared.
Nominated individuals to the Global Fund Board need to prepare and submit a 4 page application (only the first 4 pages in the application will be considered) that covers the following:
Name, contact information, age, organizational affiliation, communities served, position applied for;
Short Curriculum Vitae (CV) outlining experience; (maximum 2 pages)
Short Narrative outlining your understanding of the Fund and vision for its future, your NGO and community linkages in terms of relevant experience (particularly in southern and developing countries), and the most significant capabilities you would bring to the Board that address the specified criteria. (maximum 2 pages)
Attached to the 4-page application will be:
2 letters of reference from relevant organizations other than your own (1 page per reference only);
1 letter of reference from your own organization, or closest affiliated organization, agreeing to the additional travel and workload (1 page only).
The reference letters must be signed and on letterhead. Note that only the 3 references requested will be utilized, additional letters will not be considered.
The FINAL CLOSING DATE for nominations is Tuesday, March 1, 2005. The International Council of AIDS Service Organizations (ICASO) will serve as a mailbox for applications. Please send all applications with all required documents to: Natalia Ciausova
